Answer to 13.9:
Settling time about 4 time constants, so let desired poles be -5, -5 ,-6 (to give some tolerance), then L=[-21.3333 -19.3333 31.3333]

Answer to 13.10: L=[-316 -161 336]'

Answer to 13.11:
K=[-24 63 11]
if poles of observer are at -8, -8,-10, then L=[-316 -161 336]'. If poles are at -25, -28, -30, then L =1.0e+004 *
[ -2.5330 -1.0557 2.5407] which may be a little large. Something in between the two might give good results for filtering as well as convergence of the observer.
